New account for my organization

I can't create a new account in my organization. I read info on the page: https://docs.aws.amazon.com/organizations/latest/userguide/orgs_manage_accounts_create.html#orgs_manage_accounts_create-new

BUT on the page https://console.aws.amazon.com/organizations/v2/home/accounts I can't see "Add an AWS account" What's the problem? Thanks

Are you sure you are logged in to the Organization root account and not a member account? Can you post a screenshot of what you are seeing?
