Hi,
To create a GovCloud account, the linked standard account holder needs to meet certain requirements, as shown in the link you have provided. In order to identify what specifically your account is been denied on, you need to open a ticket with our customer service team from your standard account and the GovCloud on-boarding team will be able to provide what specially is denied for your account and also provide steps to resolve it.
