Charges are for specified storage, not used storage. Do refer to FSx pricing page for the different pricing components. You are charged by the storage and throughput capacity that you specify and any backups of your file system. You will also pay for data transferred “in” to and “out” from Amazon FSx across Availability Zones (AZs) or VPC Peering connections in the same AWS Region and for data transferred “out” from Amazon FSx to other AWS Regions.
As per Managing storage capacity, you can only increase the amount of storage capacity; you cannot decrease storage capacity.
Deduplication allows you to store more files reducing the need to increase storage.
To optimize cost, you can refer to Optimizing costs with Amazon FSx page
