Hotmail blacklist removal

The dedicated IPs provided to us by AWS to send emails have been black listed by hotmail.com : 550 5.7.1 Unfortunately, messages from [x.x.x.x] weren't sent. Please contact your Internet service provider since part of their network is on our block list (S3140). You can also ....

How can I ask Amazon to request these IPs to be deblaclisted ?
