Hello.
Even if you are using the free tier, you can open a case with AWS Support for free under "Account and billing".
Since this issue is related to your AWS account, you will need to check with AWS Support and consult with them.

Judging from this thread, it seems that the issue could be resolved by contacting AWS Support.

I was in the same situation in December 2023. The CloudShell team is one of the teams that needs a bit more time to validate brand new accounts. The AWS Support team worked with them (during the holiday season) and I was given access to CloudShell in a day or two, so hopefully you'll have a similar experience.
