AWS Service that notifies regarding [Action Required]

I'm looking for the service that handles the notification emails regarding any required actions, such as:

[Action Required] Amazon RDS for PostgreSQL minor versions 12.11 to 12.14, 13.7 to 13.10, 14.3 to 14.7, and 15.2 will reach end of standard support on March 29, 2024 [AWS Account: XXXX] [ZONE]

I've looked into SNS, SES and AWS Health.

I need to find this to change the email addresses associated with this type of notifications. If it matters, the account belongs to an organization/control tower scheme.
