Access denied in creating lambda function

i was to trying to creating a lambda function but i got this error Access denied You don't have permission to perform this action. UnknownError what should i do ? i am using root user

Hello.

If your AWS account is managed by Organizations, please check that Lambda operations are not prohibited by SCP.

If you cannot operate it even as a root user, there may be a problem with your AWS account.
Therefore, please contact AWS Support by opening a case under "Account and billing".
Inquiries under "Account and billing" can be made free of charge.
