Installation of the Desktop on AL2023 works as described here. The desktop is in core, no need for any extra repositories. You can then access the desktop via VNC or DCV. The feature is new and was just released yesterday.
It's a very interesting question you have and I apologize if this doesn't correctly answer it upfront. I checked the support documentation for AL2023 and it doesn't appear to support GUI.
Amazon Linux 2023 is cloud-centered and optimized for Amazon EC2 usage and currently does not include a graphical or desktop environment.
I found a reference to MATE in the AL2023 version comparison and the release notes though which is interesting.
