Service Quota Request Template for eu-central-1

Yes, you are right. It works that way only and I have been doing it too same way. When you open Quota request template page in eu-central-1, it'd ask you to enable this in us-east-1 but if you come back again in eu-central-1, it still shows the same message.

All you need to do is, open Quota request template in us-east-1 and choose your appropriate region and put a request.

Request would be worked upon for the region which you'd specify from drop drown not the the one where this console is available.
