If you have an account as part of AWS Organizations and have access to the master account, you can view details about member accounts, which include the email addresses. Go to the AWS Organizations dashboard, find the account in question, and there should be an email address associated with that account.

Root user credentials aren't created. Every AWS account is associated with a root user, which is created by default and has full access to all AWS services and resources in the account.
