Hi,
Have you tried restarting your cluster again? Other option is deleting the cluster and deploying it again as mentioned in this post https://repost.aws/questions/QUNjrIjhfnTeaDNfDncxPpRw/redshift-cluster-stuck-at-modifying ... But before of that you should try to open a support ticket.

I've tried restarting , delete and pause it's cannot. now status is Failed (restoring) more than 4 hours.
"An error occurred (InvalidClusterState) when calling the DeleteCluster operation: There is an operation running on the Cluster. Please try to delete it at a later time."
"An error occurred (InvalidClusterState) when calling the PauseCluster operation: You can only pause an ACTIVE Cluster"
