For your other questions, Lightsail does not currently offer managed instances, so you will need to self-manage your host and its services . But, there are tutorials you can view on the documentation website that may help.

For configuring an email server, the following guides may help:
- walks through Amazon SES which could be used to help set up an email server
- walks through configuring reverse dns for a Lightsail instance needed for an email server.
Hi,
The Lightsail charge you appear to be incurring is for an unattached Static IP address in your account which still exists. Please delete the Static IP which can be found on your Lightsail console's Networking page to stop the charges going further. (If this IP were attached to a Lightsail instance, it would not incur any charges while attached)

As an example, for a Linux instance with public IPv4 address, the Lightsail free trial includes 1 instance of one of the plan sizes $5 USD/month, $7 USD/month, or $12 USD/month for 90 days.
