There is no disable all services option in aws at the moment. You would need to go through the various services you utilized and terminate any resources that you provisioned to ensure they were completely gone.

You can check for active resources that are currently in use by following the below https://repost.aws/knowledge-center/check-for-active-resources/

However it sounds like you have already closed your account so everything should be disabled / removed after the 90day waiting period that is mentioned under the Close account section.
