In Visio, Links from shapes to pages open in new read-only pages after save

Anyone have input on Visio shape links to pages work until save. After save, links open in new read-only window. To demonstrate: Open new blank file. Create a rectangle on the 1st page. Create a 2nd page. Back on first page, create a hyperlink from the rectangle to the 2nd page. Note that ctrl-click on the rectangle takes to 2nd page. Can repeat the switch from 1st page to 2nd page through the rectangle select process. Now save the file. Now when you ctrl-click the rectangle a new read-only window appears (perhaps behind the original window). If you exit Visio and the open the saved file, switch to read-only window happens in the saved file. Anyone able to recreate this behavior and/or know of similar problem with solution?
