I don't want a master class on AWS and SES. (i'm non IT). Can AWS tell me to either: 1# Upgrade your plan and the suspension will be lifted 2# Upload your CSV database (here) and get it cleaned/validated to remove bad emails. Then go ahead and try again.

AWS will not clean your mailing database, AWS provide a tool to send email, and expect you to maintain the reputation of your lists. This falls under what AWS term the Shared Responsiblity Model.

AWS Provide tools for you to do so, in the form of notification alerts that you can subscribe too, and use to programmatically maintain your sending lists. It is up to you to take advantage of those tools to maintain your sender reputation.

If you do not wish to do this, you can also ensure that the account wide suppression lists for SES are turned on (this is the default if you started to use SES after November 25, 2019). All messages that bounce, or receive a spam complaint are automatically placed on this list, and SES will not send to them.

Regarding your current account that has been paused by AWS. Re:Post is a volunteer driven community forum - and are unable to help you with this issue. You need to engage directly with AWS in the channels noted in the suspension communication to get your account re-instated.
