How transfer files using DBMS_TRANSFER

Hi

How can I move files from one RDS oracle instance to another oracle RDS instnace in a second account using DBMS_TRANSFER package? Please post any articles or videos that show steps if exist.

    Requesting resources in the corp has complex lengthy approval process. I am trying to copy file from DB1 to DB2 using DBMS_TRANSFER and DB Link.
