Quotas for Amazon Bedrock Nova Lite Suddenly Decreased — How to Restore Previous Limits?

I am using the Amazon Bedrock service with the Nova Lite model for my senior project. Until around April 22nd (about three days ago), my Applied account-level quota values were:

  • Cross-region model inference tokens per minute for Amazon Nova Lite: 2,000,000
  • Cross-region model inference requests per minute for Amazon Nova Lite: 1,000

These quotas were sufficient for my project. However, today I noticed they have been drastically reduced to:

  • Cross-region model inference tokens per minute for Amazon Nova Lite: 100,000
  • Cross-region model inference requests per minute for Amazon Nova Lite: 100

This change has negatively impacted my project. According to the documentation here: https://docs.aws.amazon.com/general/latest/gr/bedrock.html, the quotas should match the previous (higher) values, so I am confused about why they changed. I attempted to resolve this by:

  • Creating a technical support case, but I cannot access technical support because I only have the Basic Support plan.
  • Requesting a quota increase at the account level. However, when I tried requesting 2,000,000 tokens per minute (matching my previous value), it said I needed to request a value higher than my current quota — even though my current value is already 100,000.
  • I then tried requesting 2,100,000 tokens per minute, but the request failed with an error: "An error occurred when we tried to process your request, Language not available." (My account language is set to English, but the case seems to default to Turkish, with no option to change it.)

Now the case status shows as Unassigned, and I suspect the case failed because of the language error.

My main questions are:

  • How can I restore my previous applied quota values for Nova Lite without upgrading to the Developer Support plan? (I prefer not to upgrade because my project costs were supposed to stay below $29/month.)
  • Has anyone else experienced a sudden quota reduction for Nova Lite recently?
