I see that I am still being billed for Amazon EC2 Container Registry (ECR) TimedStorage-ByteHrs. For regions US-East but i have deleted all repositories from all the regions and there is no active repositories and still getting charged

I recommend that you contact AWS Support using "Account and billing support cases" It is also available with a Basic Plan (free support plan) support contract.
