Hello.

As described in the following document, subscribing may not be working properly.
https://repost.aws/knowledge-center/error-access-service

By the way, the contents of the AWS Free Tier have changed as of July 2025.
Since App Runner is not included in the Free Tier after July 2025, it may not be available for use.

I recommend opening a case with AWS Support under "Account and billing".
Inquiries under "Account and billing" are free of charge.

Based on the error message "SubscriptionRequiredException: The AWS Access Key Id needs a subscription for the service," it appears that your AWS account may not have access to the App Runner service. Although you're using the AWS Free Tier, App Runner might not be included in the free tier offerings for your account or region.

Additionally, when creating connections to GitHub or Bitbucket repositories in App Runner, there are a few requirements to be aware of:

  1. You need to have the appropriate permissions on the GitHub or Bitbucket side. For GitHub repositories, you need organization owner permissions or admin permissions to the repository to create the connection.

  2. The connection creation process requires completing an authentication handshake through the App Runner console before you can use the connection.

To resolve this issue, you could try:

  1. Verify that App Runner is available in your AWS Free Tier plan.
  2. Ensure you have the necessary permissions on your GitHub or Bitbucket repositories.
  3. If the issue persists, you might need to contact AWS Support to confirm whether your account has the necessary subscription for the App Runner service.
