Make sure that Trusted access for AWS SSO is enabled from the Management Account (Organization configuration)
and Grafana is listed in the Applications (AWS SSO console)

I think it could be a permissions issue, take a look at this documentation: https://docs.aws.amazon.com/grafana/latest/userguide/authentication-in-AMG-SSO.html
