How to disable Bedrock to use any tool?

Question

There is an option in [OpenAI](https://platform.openai.com/docs/guides/function-calling#tool-choice) and [Gemini](https://ai.google.dev/api/caching#Mode_1) to disable tool usage. There is no such option in [ToolChoice](https://docs.aws.amazon.com/bedrock/latest/APIReference/API_runtime_ToolChoice.html)

I have tried removing the [ToolConfiguration](https://docs.aws.amazon.com/bedrock/latest/APIReference/API_runtime_ToolConfiguration.html) but it won't work if previous messages contain tools.

Bedrock API doesn't support disabling Bedrock to use any tool.
