SES Complains not being logged by SNS

In AWS SES I have a complaint rate of 0.18% which isn't too bad, but I want to figure out who is complaining and I just can't do that.  If I look in cloudwatch I can see several complaints coming in each day.  The only daily SES emails going out are from a wordpress plugin I have setup.  I've confirmed this by matching email numbers in AWS SES and in my wordpress plugin.  I've also setup AWS SES+SNS to send me an email for both bounces and complaints.  All the tests I've ran using the amazon sandbox emails get reported.  I've also seen a bad email being submitted to my website getting properly reported by AWS SNS to my email.  However, I just don't get complaints showing up in cloudwatch reported via SNS.  The other weird thing is all the recent emails sent out are things almost nobody would complain about (order updates, tracking numbers, and stuff like that).  I just can't figure out where these complaints are coming from.

Are there a certain class of complaints that can't get reported through SNS or do you have any ideas on things I should look into? (I don't know much about these amazon services, but I am trying to learn.) Thanks!
