Why is transferring domain between accounts "unavailable at this time"?

Attempting to transfer a domain between two accounts (as root user) as per the instructions detailed here:

When enter destination account id and click transfer it fails with the message "The domain is not transferable at this time". Same error for another couple of domains. All were registered with Route53 in the first place and have been owned for some time so there should not be anything that has not yet propogated.

Hello Sean,

If you haven't already, I'd recommend reviewing How do I troubleshoot domain transfer failures in Route 53?.

Additionally, ensure you've turned off the transfer lock for the domains you want to transfer. For more information, visit Locking a domain to prevent unauthorized transfer to another registrar.
