How do I avoid the long point-in-time recovery period of my RDS for MySQL DB instance?

How can I add periodic tasks to the worker tier of my Elastic Beanstalk environment and troubleshoot issues with periodic tasks that won't get added?

Why am I getting a "403 Forbidden" error when I try to upload files in Amazon S3? 

I'm receiving "Connection refused" or "Connection timed out" errors when trying to connect to my EC2 instance with SSH. How do I resolve this?

I was trying to create instance in LightSail.
1) Tried with root user. From time to time get 403
2) Checked the link https://lightsail.aws.amazon.com/ls/docs/en_us/articles/create-policy-that-grants-access-to-amazon-lightsail
That one haven't helped. 
3) Created IAM user with all requested permissions by https://lightsail.aws.amazon.com/ls/docs/en_us/articles/amazon-lightsail-managing-access-for-an-iam-user
But have the same issue. From time to time get 403
4) Also periodically get error
