Hi,
please refer to https://aws.amazon.com/private-ca/pricing/ and https://docs.aws.amazon.com/privateca/latest/userguide/PCAUpdateCA.html.
In the latter documentation you can see that if the certificate is DISABLED you are still charged for it.
In summary, you pay for a Private CA certificate for the days from the time you create it until the certificate is deleted from PCA.
