Lambda shows error: "You do not have sufficient permission. Access denied."

I am learning AWS and using free tier root account but the account was dormant for a few months. Yesterday I again started to use the account and then I got informed that my account could be compromised. I changed the password, resolved the message sent to me but AWS Lambda page still shows "You do not have sufficient permission. Access denied." message.

I signed up for Virginia zone and when trying out tutorial I chose Oregon as the tutorial suggested I use that zone.

How do I fix this issue of Lambda access?
