Please Help! My Lightsail Instance's website not responding despite Lightsail console says it is running

Dear Lightsail Experts,

I installed Moodle 4.2.0 on a Lightsail Instance (LAMP PHP 8.0). During the configuration, I went to change a few server files' variables and then I shutdon the instance and then restart again. However, I got the below error,

This site can’t be reached 3.96.197.178 took too long to respond. Try: Checking the connection Checking the proxy and the firewall ERR_CONNECTION_TIMED_OUT

This is strange because I had 3.96.197.178 running but after the server restart, on my Lightsail console it is changed to 99.79.36.92 and I have no idea what happened. When I input 99.79.36.92 it automatically changes to 3.96.197.178 which adds more mystery.

For the IP addresses changing issue, you’ll need to assign the Light Sail a static IP, I’ve included two separate links detailing this. https://lightsail.aws.amazon.com/ls/docs/en_us/articles/lightsail-create-static-ip https://docs.aws.amazon.com/lightsail/2016-11-28/api-reference/API_AttachStaticIp.html Other options include updating DNS records to insurance your domain name is associated with the instance and has the correct A record. Be sure to clear the DNS cache after updating this record for whatever machine is attempting to reach the lightsail site. Also, ensure that lightsail does not have any firewalls on the necessary ports blocking the traffic. As for Moddle specifically, I do not have the expertise to know how any of these factors I listed above may be impacted. After ensuring all of the steps listed above, attempt a restart, and if the issue continues, reach out to Moodle at https://moodledev.io/general/channels.
