Please try this solution.
Request Authorization Code:
Log in to AWS Management Console, go to Route 53, and select Registered Domains.
Choose your domain and request the authorization code. The code will be emailed to the administrative contact.
Verify Domain Status:
Ensure your domain is not locked and there are no domain status restrictions.
Update Contact Information:
Make sure the administrative contact’s email and other details are up to date.
Disable Privacy Protection:
If enabled, disable privacy protection to prevent issues during the transfer.
Initiate Transfer at New Registrar:
Go to the new registrar’s website, start the transfer process, and provide the domain name and authorization code.
Complete Transfer:
Follow any additional steps required by the new registrar, such as confirming the transfer via email.

The answer from an AWS-badged user was to raise a support call with AWS to resolve this. Even if you're on a Basic Support plan (which would preclude you from raising a support call most of the time) you can still do so under Account and Billing -> Service: Billing -> Category: Domain Registration Issue

To transfer your .au and .com.au domains from Route 53, follow these steps:
