To my understanding, this feature is not enabled by default. You may consider to manually configure it in the IAM Identity Center console:
- Sign in to the AWS Management Console using an account with administrative permissions.
- Navigate to IAM Identity Center.
- In the left-hand menu, select Settings, then go to Access Requests.
- Enable the Self-service access requests option.
- Configure approval workflows.
- Save your changes.
Once enabled, users will see a Request Access button in their AWS access portal for resources they’re not yet assigned to.

Hey,
Hope you're keeping well.
Self-Service Access Requests in AWS IAM Identity Center are not enabled by default. To turn it on, go to the IAM Identity Center console, choose Settings, then Access requests, and enable Self-service access requests. You can then configure the approval workflow so requests go to the appropriate approvers. Once configured, users will see a Request access option in their AWS access portal for roles or applications they are not currently assigned to. More details are in the AWS documentation.
Thanks and regards,
Taz
