Partial 403 ERROR - The request could not be satisfied

Hello I have read many good articles here and followed all steps to FIX all settings but my problem looks very special. I have configured cloudfront distribution for my external domain (not hosted on S3), but DNS provider is amazon, so I'm configuring DNS settings via Route 53. Everything works correctly but just from Europe. If I preview my website for example from USA, users will recieve 403 error. But from EU it is working. OF course I have configured All locations, but from USA it just doesn't work as you can see for example here: https://geotargetly.com/geo-browse?url=http://bonusqr.com/en/pricing&country_code=US But from Germany for example looks OK: https://geotargetly.com/geo-browse?url=http://bonusqr.com/en/pricing&country_code=DE Where can be the problem, what can I try?

Are there any settings that only allow access to certain geographical areas, such as the settings described in the document below?

Is it possible that something else like AWS WAF is configured incorrectly and is being blocked?
