Hi,
From what I can tell, AWS uses the Maxmind database (https://www.maxmind.com/en/geoip-demo) for Route 53. You can see it referenced in the support article for troubleshooting Route 53 geolocation routing issues: https://aws.amazon.com/premiumsupport/knowledge-center/troubleshoot-route53-geolocation/
I can also see Maxmind is the database used by Cloudfront in this documentation (https://docs.aws.amazon.com/cloudfront/latest/APIReference/API_GeoRestriction.html), so it would make sense that they use the same database.
