アクセス拒否が全てのページで発生しています。 IAMの作成でも発生しているため、何もできません。 解決方法を教えていただけないでしょうか？

以下のドキュメントの手順でAWSアカウントにルートユーザーとしてログインしてください。
ルートユーザーであれば全ての操作が行えるのでIAMなどの権限を修正することが可能なはずです。
