Please find the below answers:
- If you configure an Account-Level Suppression list for both complaints and bounces, this means that any email address that generates a hard bounce or a complaint will be added automatically to the Account-Level Suppression list.
- Sending messages to the email addresses added in the Account-Level Suppression List does not count against your bounce metric, however it is counted against your daily quota.
- You should be reviewing the Account-Level Suppression List to check the email addresses that generate hard bounces or complaints and you should delete those addresses from your mailing list accordingly. If you are sure that these email addresses are legitimate and you would like to delete them from the list, then you can do that from the console, or from the CLI. Bulk actions are also available.
