Your environments seem already to be terminated, you may need to wait until they get away from the UI

A Beanstalk Environment creates an Auto Scaling Group.
In my case, that Auto Scaling Group wasn't able to scale because of Security Groups misconfiguration. It lead to the environment freezing.
I manually deleted the Auto Scale Group in EC2 AWS Console. After that environment was unblocked immediately.
