The reason for the amount being charged is unknown

I haven't used this AWS account for about a year and I don't have a single instance active, so I don't know why I'm still being billed. I deleted a snapshot, but the message RDS additional GB-month of backup storage exceeding free allocation doesn't go away. So I went into the public snapshot, and it says that only the account that owns the snapshot can delete it. Why can't I delete the snapshot when my money is being spent? It seems like someone is stealing my account, so please delete all of those snapshots immediately and return the money to the account of the person who used this unknown bill.

Hello.

Public snapshots are not snapshots created by your AWS account and cannot be deleted.
Additionally, public snapshots do not appear on your bill because they are charged to the AWS account that created the snapshot.
So, in your case, you need to check if there are any snapshots left in another region.

Also, once the AWS charges appear on your bill, they won't disappear until next month.
If all snapshots are deleted successfully, the cost should not increase more than the currently listed cost.
