The OS of the instance is CentOS 7. We have installed telnet ourself. Yeah, we understand the Networking tab are for incoming traffic and not for outgoing. we have not install firewall as well. In addition, we take the snapshot of this instance and create a new instance from it. The new instance has not such problem.

What is the operating system (or application type) of the Lightsail Instance? Did you install telnet yourself? It's not available on some instance types by default. By default the firewall rules you set on the Instance management Networking tab are for incoming traffic, so if outgoing traffic is being blocked you may want to check if you enabled an operating system-level firewall.
