[Feature] Lightsail Resource Renaming Support

Currently, Lightsail does not support the renaming of resources such as VM or Static IPs. For VM, there is a workaround of taking a snapshot and re-creating a new VM with a new name. However, resources like Static IP do not have such a workaround.

AWS should consider adding native support to rename resources of Lightsail resources.
