For E.164, you don't include the leading 0. So for UK mobiles you would dial +447xxx xxxxxx
Note that calls to +447 numbers are not allowed by default, but can be enabled on request. For more details see https://docs.aws.amazon.com/connect/latest/adminguide/country-code-allow-list.html#prefixes-not-allowed
