This document is a list of TLDs supported by Route53.
There is no ".az" TLD in this list that you purchased.
So unfortunately, Route53 cannot use that domain.

So I think you need to create a host zone at another registrar.

It appears that managing your domains with the .az TLD is not currently supported in Lightsail or Route 53. However, you can still use this domain with Lightsail resources.
This guide provides the necessary steps for managing a domain outside Lightsail for use with Lightsail resources: https://lightsail.aws.amazon.com/ls/docs/en_us/articles/lightsail-how-to-create-dns-entry
Please follow all steps in the guide. For your .az TLD, Step 4: Change the name servers at your domain’s current DNS hosting provider covers how to transfer management of your domain's DNS records to Lightsail's DNS zone.

thank you very much, Riku. Can you pls elaborate a bit on how to create a host zone at another registrar? I tried create a DNS zone in lightsail by adding name servers to the system of domain provider (where I bought it), bu it does not work, maybe it took more than a day I should wait, but I do not want waste my time if this is not the case.
If you can create a host zone at the registrar you purchased from, then all you need to do is create a Lightsail A record for that host zone and you will be able to use it.
