Elastic Beanstalk application not found

Question

I have an Elastic Beanstalk application on the China AWS console (region cn-northwest-1) that is behaving in a weid way: every now and then, without a clear pattern, its URL becomes not reachable from anywhere. The Elastic Beanstalk management console doesn't report any anomaly and the SSL certificate is fresh.
How can I debug this error?

I think the content is similar to the question in the URL below.  
In the case of the China region, it seems that you need to open a case with AWS Support under "Account and billing".
