ACM Certificate is in Pending Validation state

I migrated a domain from one AWS account to another and creating hosted zone in new account. When I am creating public certificate against the domain even though the record cname record against the subdomain is added to hosted zone, certificate is still stuck in Pending Validation state. Same steps are working in old AWS account. Any pointers if there is some cool off period regarding certificate issue for freshly migrated domain or how to resolve it.

Hello.

Can the verification CNAME record created in the hosted zone be resolved using the "dig" command or similar?
Also, check the NS record name resolution to make sure your hosted zone is working properly.
