Is quality level 'Single pass HQ' not valid for AVC transcoding? The comparison between basic and proffesional tier features seems to indicate that 'Single pass HQ' is only a valid option for HEVC encodes, but creating a mediaconvert job using AVC and setting quality level to 'Single pass HQ' seems to work.
