Error "This version of the AWS PV Drivers is not supported on this version of Windows" when following the instructions to migrate from M4 to M5 instance

I am following these procedures to upgrade our M4 instance to M5. It says that the procedures are supported for Windows Server version 2008 R2 and later, and that is the version of Windows that we have.
But when following "Part 1: Install and upgrade AWS PV drivers", we receive the following error message:
Can someone assist with this, so that we can migrate to the new M5 family? Thanks for any assistance you can provide.

Hello.
Try installing AWS PV driver 8.3.5 or earlier.

AWS PV 8.4 installation on Windows Server 2008 R2 will fail. AWS PV version 8.3.5 and earlier are supported on Windows Server 2008 R2.
