As you have updated that you have $100, and you havent used $0.01 this month, Kindly update your SMS settings on the Amazon SNS console [+].
Note - Even if you have $100 and if you didnt adjusted your spending quota in your console, you will face this error.

Hi,
As per https://repost.aws/knowledge-center/sns-sms-spending-limit-increase, the required quota increase may be in AWS SNS.
So, ask for such an increase with procedure detailled in article.
