Mirgrating/recovering inaccessible server

Hello,

I am wondering if there is a way to recover data/information or migrate a EC2 server (that I can no longer access due to issues with MRD) to another AWS EC2 server?

I'm not exactly sure what is meant by "MRD"? As long as the volume is still available, you can just spin up another EC2 instance and mount that volume to the new EC2 instance to recover the data.
