They are pausing SES accounts because a huge number of spammers are sending messages and ruining the reputation of all SES users through auto-approval of Production! AWS needs to immediately pay attention to this problem and limit receiving AutoProduction for any account!!!! There is various information on the forums about auto-approval of SES in multi-regions for each account, EVERY account without a history of interaction with AWS.
