Missing cloudtrail log events

There are certain events not captured by cloudtrail logs. For e.g. I upgraded the RDS instance from xlarge to 4xlarge and then downgraded it to 2xlarge. I can see the second event in the log but not the first one.

It can take 15 minutes or longer for events to be delivered to Cloudtrail. Because of the distributed nature of the service logs could arrive out of order but the trail should be eventually consistent.
