Unable to create Billing alarms in CloudWatch

Question

Attempting to create a Billing alarm in CloudWatch. Even though my EC2 is in N.California, I understand that Billing metrics are only in N.Virginia, so I select that and attempt to add ONE metric but I'm told that my graph contains metrics from different regions, which it does not, as you can see from this screenshot video: https://drive.google.com/file/d/16z_MJ6ESJErqE3EgB4ZfHVdV4oMNN8Qp/view?usp=drive_link

Hello.

The following error message occurs when trying to create an alarm for another region with another region open in the management console.  
```
alarm creation is not enabled if your graph contains metrics from different regions
```

Therefore, please follow the steps in the document below to change the region open in the management console to Northern Virginia before creating an alarm.  
Changes can be made from the top right of the managed console screen.
