The rightsize of your RDS instance depends on your workload, is it predictable? you can check this document https://d1.awsstatic.com/whitepapers/cost-optimization-right-sizing.pdf I think enabling and monitoring Performance insights is also something that you can look into. Based on the database load, you can decide if you need to scale your instances or storage as well.
