Cannot have more than 0 builds in queue for the account (codebuild)

Question

I'm new to codebuild, I'm getting this error, i've tried the solutions from AWS repost, still not working, I have a basic support plan, so i'm not able to raise a support ticket
some more information:
->source is codecommit repo
-> i'm trying to build an ecr image from that repo
->5 days ago, when i used code build, it worked fine, i have only done a total of 12 builds overall
->I'm a college student trying to build a cicd pipeline

In this case, the issue is with your AWS account, so please open a case with AWS Support under "Account and billing".

Probably, but I thought it was related to CodeBuild quotas.
